Developing Islamic Capital Markets under Islamic Finance and Banking (IFB):

Policy Analysis for Ethiopia’s Economic Development

Abstract

This study analyzes the potential role of Islamic capital markets (ICMs) within the Islamic Finance and Banking

(IFB) framework in supporting Ethiopia’s economic development. Using a policy-oriented and institutional analysis grounded in Islamic finance theory and empirical evidence from emerging markets, the paper demonstrates that Islamic capital markets can address Ethiopia’s long-term financing constraints, enhance financial inclusion, support infrastructure development, and strengthen macroeconomic stability. The study adopts a qualitative policy analysis approach supported by secondary empirical data from international financial institutions. The findings suggest that integrating Islamic capital markets into Ethiopia’s financial architecture can significantly contribute to inclusive growth and economic resilience. Policy recommendations are proposed for regulators, policymakers, and market participants.
